Not just another plan.

The Peninsula Plan is a collaborative effort to move from planning to action.

When adopted by City Council, the Peninsula Plan will serve as a guide and toolkit to solve our most complex challenges on the Charleston Peninsula related to transportation, flooding, housing, public space, economic development and quality of life.

When we say “plan,” we mean:

  • making sure we as a community have the right information so that we can make informed decisions

  • learning from the lived experiences and expertise of community members

  • knitting all recent related plans and studies together into one, cohesive vision for the Peninsula

  • building consensus around our shared values and charting a path forward that presents realistic and actionable solutions that work for all

Unlike the last plan for the Peninsula (1999 Downtown Plan), the Peninsula Plan will guide changes and improvements to all portions of the Peninsula that are inside Charleston city limits - from the Neck to the Battery.

The conversation is still going, but the themes that have emerged so far are:

Planning Timeline

We kicked off the planning efforts in September of 2023 and have been focused on listening to the community and gathering information. In July 2024, we paused engagement to review what we’d gathered and prepare for the next phase. We expect to resume engagement in March 2025 and conclude the planning effort by early 2026.

Phase 2: Build Consensus
